Singapore LNG Corporation - Head of Operations

Singapore LNG Corporation Pte Ltd will be developing Singapore’s first Liquefied Natural Gas Terminal on Jurong Island which will be part of Singapore’s critical energy infrastructure. Head of Operations
(Singapore)

Responsibilities:
You will be responsible for the operation, maintenance, safety and security of the LNG terminal. Key tasks include overseeing all preparations for operational readiness; building up and training of the operations team; implementation of critical operations management systems and processes for the LNG terminal; and leadership of the production, maintenance and engineering services functions within the company. You are expected to cultivate excellent relationships with key internal and external stakeholders and to resolve day to day critical operational issues.

Responsibilities:

The incumbent shall undertake the following activities:

* Directly responsible for decisions affecting safe viable operation, maintenance and security of the facility, for training and for operating procedures.
* Leads the Operations management team consisting of the Production, Maintenance, Engineering, Marine and Security managers.
* During the design and construction phase, acts as the owner of the facility to ensure quality design, construction, pre-commissioning, commissioning and start-up of the facility to achieve a safe, clean plant built on time and within budget.
* By early 2013 will ensure operational readiness of the terminal operations employees and to seamlessly take over the operation and maintenance of the facility from the EPC contractor.
* Recruitment, interviewing and selection of all operations employees.
* Coordinates the interface activities with all LNG ships and gas pipelines that support the facility.
* Ensures that production targets are set, communicated and met.
* Ensures that regular maintenance is performed to ensure the reliability, efficiency and safety of the facility.
* Ensures that the integrity of the facility is not compromised.
* Maintains a professional relationship with key stakeholders, customers, government agencies and regulatory authorities.
* Prepares and manages expenditure against the Operations annual budget.
* Responsible for the safety and emergency response actions of the employees on-site.
* Takes on additional responsibilities as directed by the Director Commercial Operations.

Requirements:

WORK EXPERIENCE

* At least 15 years’ experience in the LNG and hydrocarbon processing industries.
* Significant direct experience in the pre-commissioning, commissioning, start-up and operations of an LNG import or liquefaction facility is a pre-requisite.
* Proven managerial experience overseeing the operations and maintenance of a significant petrochemical or natural gas processing facility.
* Experience in the design of cryogenic and/or natural gas processing plants would be advantageous.
* Exposure and experience with the Operations, Safety and Asset Integrity Management Systems on similar installations.
* Proven experience with the Permit to Work, Simultaneous Operations, Management of Change and Emergency Response Systems.
* Proven knowledge of LNG related equipment, cryogenic pumps, tanks, valves, vessels, piping, valves, gas metering and active and passive fire protection systems.
* General knowledge of International and local codes and regulations pertaining to LNG facilities.
* Knowledge of environmental concerns and regulations.
* Distribution, marketing and storage experience in the natural gas industry would be advantageous.
* Good written and spoken English.
* Proficient in using Microsoft Office computer software.

EDUCATION

* Bachelor’s degree in Engineering.
